To Do or to Think?

My friend says that thinking is the same as doing...I can disagree with him. We are made of our actions. Thoughts are important, that is true, because our thoughts lead to our actions. But if you wanted to steal something, but didn't do it, does it mean that you are a thief. If you wanted to cheat, but stopped? does it mean that you are a cheater? And if you wanted to be successful but did nothing towards it, does it mean that you are successful?
Thoughts is nothing without action, and action is useless without thoughts...
There is harmony somewhere...

God weighs the 'actions' of men not the thinking process.
The manifestation of thought whether it be positive or negative cannot be held accountable until it transfers itself into some sort of action.
